FMIS Circular 9/ 2013 :- 

SALARY/ SALARY ARREAR, PENSION/PENSION ARREAR AND GPF PAYMENTS ARE NOW CENTRALISED. Therefore no token should be raised at DDO's level in FMIS system. If any token raised by any DDO in another head for the above payment , then he will be responsible for these irregularities.
